What the card allows, and who needs it

“Real estate projects marketing” is one of the thirteen practice-card activities in the DLD list. Its name says what it covers: marketing real estate projects.

You need it if your work is to promote and sell units in developers’ projects. No one may practise a licensed activity before registering and obtaining the card. The DLD also asks for a good conduct certificate from Dubai Police, and the card stays valid as long as the trade licence.

Our fact base records AED 500 for practice cards other than the evaluator card, but it has no separate line for this one. Check the exact fee on the DLD service page before you apply.

The DLD publishes no test format for this card. For the standard broker route, read the RERA exam guide.

The laws behind off-plan selling

This course is built around two competencies of equal weight in our mock exams: the interim register and Oqood, and project permits, advertising and disclosure.

Module 1: off-plan law

The interim register and Oqood. Law No. 13 of 2008: an off-plan disposition not entered in the interim register is void, and so is a contract signed before the project is approved.

Escrow accounts and payment plans. Law No. 8 of 2007: buyers’ payments go into a project escrow account used only for that project. The escrow agent keeps 5% after the completion certificate. The penalty is jail and/or a fine of at least AED 100,000.

Module 2: selling a project

Permits, advertising and disclosure. Advertising needs a Trakheesi permit, and the permit number must appear on the advert. Under Law No. 4 of 2019, RERA approves advertising content. The lesson also covers what buyers must be told.

Cancellation, delays and buyer protection. Article 11 of Law No. 13 of 2008, as amended by Law No. 19 of 2017, sets what the developer may keep after the DLD’s 30-day notice.

Module 0 and mocks

A free preview lesson on who needs the card, then a 15-question diagnostic from the whole bank. At the end, two timed mock exams with a score by topic.

Law No. 7 of 2006 sits behind it all: the DLD alone registers property rights, and unrecorded dispositions are not valid.

Three confusions in off-plan questions

Two kinds of void. A disposition not entered in the interim register is void. A contract signed before the project is approved is void too. They are two different rules in the same law, and an exam case usually triggers only one.

Escrow account or any other account. An escrow account is for one project only. A developer’s operating account, a broker’s account or a shared “trust” account is the wrong answer, even when it sounds safe.

Which percentage? Article 11 gives different limits by stage: over 80% complete, up to 40%; 60–80%, up to 40%; under 60% with work started, up to 25%; work not started for reasons beyond the developer’s control, up to 30%. Learn the stage first, then the number.

How the preparation works

Rules first, then cases, then the clock.

Comprehension mode lets you read any practice question, its options, hint and explanation in French, Arabic, Hindi, Urdu, Russian or Chinese. If Oqood or escrow is new to you, read the explanation in your own language, then answer in English.

How study languages work

  1. Lessons that name the law

Each rule is tied to its law, so you can tell the interim register from the main register.

  2. Cases from the sales floor

A buyer pays a deposit, a project is delayed, an advert has no permit number: what must you do?

  3. Two timed mocks

Our own format: 40 questions in 60 minutes, no hints, no translation. The DLD publishes no format for this card.

  4. A readiness score by topic

We train you to 75%, a practice target and not an official pass mark.

Questions

Do I need this card to sell off-plan units?

The DLD lists marketing real estate projects as its own practice-card activity, and says no one may practise a licensed activity before obtaining the card. Confirm with the DLD which card your role needs.

What is Oqood?

Oqood is the name used for registration in the interim register, where off-plan sales are entered. Completed property is in the main register, with a title deed. The course teaches both.

Does the course use numbers I must memorise?

A few, and only sourced ones: the 5% retention, the AED 100,000 minimum fine, the 30-day notice and the Article 11 limits. They come back as flash cards until you know them.

How does this differ from the broker preparation?

The broker course is wider: forms, leasing, jointly owned property and ethics. This one goes deeper on off-plan law and advertising. Combine them with All-Access.
