What the card allows, and who needs it

“Real estate management” is a practice-card activity in the DLD list. It is the activity of managing property for owners: leases, tenants, the building and its charges.

If you run leases and service charges for landlords, this is your card. The DLD lists the issuance fee at AED 500 and asks for a good conduct certificate from Dubai Police. Nobody may practise a licensed activity before obtaining the card, and it stays valid as long as the trade licence.

Managing one owner’s own portfolio is a different card: see Private Real Estate Management.

The DLD publishes no test format for this card. In our broker mock exams leasing weighs 15%; here tenancy law weighs 55%. See the RERA exam guide for the broker route.

The laws behind property management

Two competencies: tenancy law (55% of our mock exams) and jointly owned property (45%).

Module 1: leasing

Tenancy law. Law No. 26 of 2007: a written lease signed by both parties and registered; 90 days’ notice to change terms or not renew; eviction for non-payment 30 days after notice; a refundable deposit. Law No. 33 of 2008 adds eviction at expiry on listed grounds, with 12 months’ notice.

Ejari and rent increases. Ejari registration and Decree No. 43 of 2013.

The Rental Dispute Centre. Filing and handling a dispute.

Module 2: buildings and charges

Jointly owned property. Law No. 6 of 2019: the owners committee forms once 10% of units are registered; service charges need RERA approval; the reserve fund sits in a separate account; fines run from AED 1,000,000 to AED 2,000,000.

Service charges and Mollak. Budgets, approval and collection.

Module 0 and mocks

A free preview lesson on the card, then a 15-question diagnostic from the whole bank. Two timed mocks close the course.

Rent increase bands, Decree No. 43 of 2013. Rent compared with the index average.

Three confusions in management questions

90 days or 12 months. Ninety days’ notice is for changing the terms or not renewing. Twelve months’ notice, by notary public or registered mail, is for eviction at expiry on a listed ground. Read what the landlord wants, then pick the notice.

Ejari or the tenancy contract. The lease is the contract between landlord and tenant. Ejari is its registration. Both are needed, and the Ejari fee is separate: AED 100 plus AED 10 and AED 10 online.

Owners committee or management company. The committee represents the owners and forms once 10% of units are registered. The management company runs the building. Who approves the charge, and who collects it, are two questions.

How the preparation works

Dates, bands and notices come back until they stick.

Comprehension mode lets you read any practice question, its options, hint and explanation in French, Arabic, Hindi, Urdu, Russian or Chinese. Landlord and tenant cases are wordy, so read the case in your language first and the options in English.

How study languages work

  1. Lessons by situation

Renewal, increase, eviction, dispute, service charge: each lesson starts from what the manager faces.

  2. Explained questions with a hint

The hint points to the law. The explanation shows why the trap notice period is wrong.

  3. Two timed mocks

Our own format: 40 questions in 60 minutes, no hints, no translation. The DLD publishes no format for this card.

  4. A readiness score by topic

We train you to 75%, a practice target and not an official pass mark.

Questions

More answers in the full FAQ.

Is this card the same as a broker card?

No. The DLD lists real estate management and real estate broker as separate activities. The management card concerns managing property for owners.

Do I have to learn the rent increase table?

Yes, it is a favourite. The five bands of Decree No. 43 of 2013 come back as flash cards until you know them.

Does the course cover disputes?

Yes. One lesson covers the Rental Dispute Centre: filing and handling a dispute.

Is there a DLD test for this card?

The DLD page publishes no test format for it. Our mocks are a training format, not the DLD’s.

Can the single leasing module be enough?

The Leasing, Ejari and rental disputes module costs $20 and covers tenancy only. For the card, take the full preparation: it adds jointly owned property and service charges.
