Real estate consultant license Dubai: what the card covers

What the card allows, and who needs it

“Real estate consultant” is one of the thirteen practice-card activities the DLD lists. We teach it as the adviser to buyers and investors. The DLD decides what the card allows in practice.

The DLD lists the issuance fee at AED 500 and requires a good conduct certificate from Dubai Police. Nobody may practise a licensed activity before obtaining the card, and it stays valid as long as the trade licence.

The DLD does not publish a test format for this card. We will not give you a question count that has no source. If you also list and sell property, you may need the broker card: see the RERA exam guide.

The laws and topics the preparation covers

Ownership and registration weigh 60% of our mock exams. Market rules, leasing and returns weigh 40%.

Module 1: ownership and transactions

Ownership rights and registration. Freehold, leasehold, usufruct and musataha. Law No. 7 of 2006: non-UAE nationals may hold freehold or leasehold, up to 99 years, in designated areas, and an unrecorded disposition is not valid.

Off-plan and ready property. Law No. 13 of 2008 on the interim register, Law No. 8 of 2007 on escrow, the four sales models and the transfer.

Module 2: advising investors

Market rules, leasing and returns. The leasing rules and the rental index as they change an investor’s income: Law No. 26 of 2007 and Decree No. 43 of 2013.

Ethics and AML. Conduct rules from the DLD guide and the anti-money-laundering duties of brokers, including goAML reporting.

Module 0 and mocks

A free preview lesson on the consultant’s activity, a 15-question diagnostic from the whole bank, then two timed mocks with a score by topic.

Case: the investor who expects a 20% rise

An investor buys a unit let at AED 90,000 and plans for a 20% rise at renewal. The rent is 35% below the index average. That is the 31–40% band of Decree No. 43 of 2013: at most 15%, so AED 13,500 and a new rent of AED 103,500, not AED 108,000. A consultant who knows the band corrects the plan before the purchase. The figures here are illustrative.

Three confusions in consultant questions

Freehold or leasehold. A foreign buyer may hold either in designated areas, but leasehold is for a term, up to 99 years. If the case says “for a term”, think leasehold.

Usufruct or musataha. Usufruct is a right to use and enjoy property that belongs to someone else. Musataha is a right to build on someone else’s land. Both are less than ownership.

DLD or RERA. The DLD is the only entity that registers property rights. RERA licenses activities, registers practitioners and issues their cards. Ask who does what.

How the preparation works

Five lessons that follow an investor’s questions.

Comprehension mode lets you read any practice question, its options, hint and explanation in French, Arabic, Hindi, Urdu, Russian or Chinese. Property-rights vocabulary is the hardest part in a second language. Each term keeps its English form, with its meaning next to it.

How study languages work

  1. Lessons with sources

Each rule names its law, so you can explain it to a client.

  2. Explained questions with a hint

Eight practice quizzes. The hint points to the rule and the explanation shows why the other options fail.

  3. Two timed mocks

Our own format: 40 questions in 60 minutes, no hints, no translation. The DLD publishes no format for this card.

  4. A readiness score by topic

We train you to 75%, a practice target and not an official pass mark.

Questions

More answers in the full FAQ.

Is a consultant allowed to sell property?

The DLD lists consultant and broker as separate activities. Check with the DLD what your card allows. Do not rely on our course for that decision.

Does the course give yield formulas?

It covers the leasing rules that change an investor’s income, and the arithmetic used in practice questions. It states no market figure that it cannot source.

Is the consultant exam the same as the broker exam?

The DLD publishes no format for this card. Our consultant course is shorter and tilted towards ownership rights and returns.

Can I add the escrow module?

Yes. The single module on escrow, Oqood and off-plan sales costs $20 and is free for enrolled students.
